The plan, with a total investment of 4.656 billion euros, seeks to address these limitations through a series of measures and programs focused on four main pillars: facilitating basic digitalization, supporting change management, promoting disruptive innovation and digital entrepreneurship, and strengthening sector-specific digitalization.

2. Digital Kit Program
The Digital Kit Program, developed by the Secretary of State for Digitalization and Artificial Intelligence in collaboration with the private sector, is an initiative with more than 3 billion euros allocated to boost the digital maturity of SMEs in the country for the 2021-2024 period.
It subsidizes the adoption of basic digital solutions in the market, aimed at small businesses, microenterprises, and self-employed workers. It covers areas such as internet presence, websites, e-commerce, cloud office, digital workplace, basic process digitalization, customer management, digital marketing, and cybersecurity.
Financial aid is granted through digitalization packages of up to 12,000 euros per beneficiary, focusing on e-commerce, digitalization of relationships with the government and customers, development of paperless internal processes, and implementation of electronic invoicing.
Beneficiaries must choose a digital solutions provider (digitalizing agent) affiliated with the program to implement these solutions. With this program, the Spanish government seeks to modernize the country's productive structure, increasing the competitiveness and efficiency of SMEs and self-employed workers in the digital age.

3. Support Program for Innovative Business Groups (AEI)
The Support Program for Innovative Business Groups (AEI) is an initiative aimed at boosting the competitiveness of national SMEs, backing with public resources the innovation and business competitiveness strategies implemented by AEIs, such as clusters that bring together businesses and research centers in a collaborative effort to develop innovative projects.
The current phase of the program focuses on the digitalization of the value chain in various industrial sectors, recognized as AEIs by the Ministry of Commerce, Industry and Tourism, with the dual goal of modernizing the Spanish economy by promoting digitalization projects and assisting SMEs, which are the weakest link in these chains.
To date, 94 clusters have been created across the country, bringing together more than 9,300 initiatives, 80% of which are SMEs, representing more than 3 million workers. The program reflects a significant effort to strengthen the country's business infrastructure, focusing on collaboration, innovation, and digital transformation at the core of SMEs.

4. Activa Industria 4.0 Program
The Activa Industria 4.0 program, with an allocation of 33 million euros, is part of the “Activa” family of programs from the Ministry of Industry, Commerce and Tourism. Its main objective is to accelerate the digitalization of Spanish industrial SMEs. To do so, it connects these companies with digital transformation specialists who provide a detailed diagnosis of their current digital situation and develop a tailored transformation project.
The process includes one-on-one meetings at company headquarters, video calls, and thematic workshops to present actions that will help them implement the actions of the Digital Transformation Plan. “Activa Industria 4.0,” together with sister programs, aims to support 11,100 SMEs before the end of 2024, contributing significantly to the modernization and competitiveness of the Spanish industrial sector in the digital age.

5. Activa Start-ups Program
Activa Start-ups is an initiative designed to foster collaboration between start-ups and established companies with innovative potential. It focuses on stimulating innovation and the growth of new businesses through the development of collaborative environments, also emphasizing their digitalization.
It is structured through calls for applications that offer two types of support: financial, to cover the costs associated with the innovation process, and in-kind, consisting of an accompaniment program for beneficiary companies. The latter includes personalized advice and specific training in key areas to achieve strategic goals.
The Activa Start-ups Program plays a crucial role in supporting and developing next-generation companies, strengthening the country's innovation and entrepreneurship ecosystem.

6. Activa Growth Program
Activa Growth, with an allocation of 16.9 million euros, is part of the “Activa” series of programs from the Ministry of Industry, Commerce and Tourism, focused on SMEs with business growth potential. It provides a thorough diagnosis and analysis of participating companies and their business models to identify areas of potential growth.
The analyses are carried out by accredited consulting firms specialized in industrial growth projects. Based on this diagnosis, a growth project is developed with specific improvement actions in areas such as innovation, human capital, operations, digitalization, marketing, sales, and finance.
It establishes strategic lines and a detailed roadmap for implementing each proposed action. “Activa Growth” is a key piece within the Ministry's strategy to drive digital transformation and the comprehensive growth of Spanish industrial SMEs, with the joint goal of supporting 11,100 SMEs by the end of 2024.

7. Activa Cybersecurity Program
Activa Cybersecurity, part of the “Activa” series of programs from the Ministry of Industry, Commerce and Tourism, is aimed at SMEs interested in improving or strengthening their cybersecurity processes. With an allocation of 7.1 million euros, it provides specific and personalized advice carried out by consulting firms specialized in cybersecurity.
The advice focuses on creating a tailored Cybersecurity Plan for each company, designing specific cybersecurity actions that the beneficiary SME will develop and implement. Activa Cybersecurity is a crucial initiative to strengthen the digital security of Spanish industrial SMEs, contributing to their safe and effective digital transformation.
Together with Activa Startups, Activa Industria, and Activa Growth, it aims to support 11,100 SMEs, thereby reinforcing the cybersecurity infrastructure in the Spanish business context.

8. Support Program for Digital Innovation Hubs (PADIH)
The Support for Digital Innovation Hubs(PADIH), within the framework of the Recovery, Transformation and Resilience Plan, offers funding to Spanish SMEs for advisory and support services in innovation and disruptive digital technologies.
With a maximum amount of 30,000 € per SME, the services include initial advice for digital transformation, technological testing and experimentation, training, funding search, and access to innovation networks and ecosystems. Aid is granted on a first-come, first-served basis until the budget is exhausted, with a deadline until September 30, 2025, and activities must be completed before December 31, 2025.
Applications are submitted through the EOI electronic headquarters after requesting a Service Proposal from an EDIH. It seeks to boost competitiveness and innovation in SMEs through the adoption of new knowledge.

9. Spain Emprende Program of the Spanish Chamber of Commerce
Spain Emprende, supported by the Spanish Chamber of Commerce and the European Social Fund, is aimed at promoting new business activities. Targeted at entrepreneurs and business owners, it seeks to encourage self-employment and the creation and consolidation of companies.
It offers free business information and advisory services, awareness strategies for entrepreneurship, and support in European and national networks. In addition, it provides online advice and support materials such as newsletters, cooperation forums, and training activities.

10. Enisa Financing Program for Digital Women Entrepreneurs
Digital Women Entrepreneurs from the Ministry of Economic Affairs and Digital Transformation in Spain, with an investment of up to 51 million euros over three years, seeks to promote female digital entrepreneurship through the ENISA financing line.
It is focused on supporting projects led or managed by women in small and medium-sized enterprises, with the aim of reducing the gender gap in the digital field. Eligible companies must have their registered office in the country, meet the EU definition of an SME, and demonstrate an innovative and viable business model.
The participatory loans range from 25,000 to 1,500,000 euros, with an interest rate in two tranches (Euribor + 3.75% and a variable interest rate depending on the company's profitability). No additional guarantees are required beyond the business project itself. The loans have a maturity of up to 9 years and a principal grace period of up to 7 years.
Repayment is quarterly, and there are fees for opening and early repayment. It excludes companies in the real estate and financial sectors, and is designed to encourage female management and participation in the digital economy.

11. Support Program for Innovative Entrepreneurship 2021-2024
The Support for Innovative Entrepreneurship 2021-2024, funded by the Institute for Business Competitiveness of Castilla y León (ICE), focuses on promoting innovative business projects in Castilla y León. It seeks to contribute diversification activities with high added value and growth potential, as well as foster collaboration with agents in the regional innovation system.
It is managed by the four public universities of Castilla y León, offers free services, and focuses on relevant sectors according to each university's capabilities, such as agrifood, automotive, digital, and health at the University of Burgos.
It includes compiling a resource inventory, presenting university catalogs, organizing awareness and technology events, and connecting talent.

12. Entama Program
ENTAMA, promoted by EDP Spain, supports entrepreneurship and employability as part of the EDP Suma+ Local Communities Action Plan. Focused on sustainability and ESG excellence (environmental, social, and good governance), ENTAMA seeks to launch and consolidate business projects that generate a positive service in the medium and long term. It operates in Asturias, Cantabria, Lugo, Córdoba, and Cádiz, seeking to create value, boost population retention, and promote equal opportunities in an inclusive way.
It finances initiatives that support local ventures, artisanal products, new services in areas at risk of depopulation, sustainable tourism, and local employability. It focuses on sustainable supply chains and especially supports female entrepreneurship. The main goal of ENTAMA is to create added value in local communities in a sustainable way and with a forward-looking vision.
